Citizens' Bond Oversight Committee (CBOC)

The Citizens' Bond Oversight Committee (CBOC) provides accountability and ensures completion for all Academy District 20 bond projects and priorities within established budgets and timelines.

To meet this charge, the committee receives reports, no less than monthly, from the Academy District 20 construction management staff. These reports include, but are not limited to, updates on budgets and actual spending, project(s) status and project(s) timelines. When directed by the Board of Education, the CBOC may provide specific input regarding projects funded through bond proceeds.

The CBOC reports its progress to the Academy District 20 Board of Education no less than quarterly and prepares a written report upon completion of all bond projects.

Academy District 20 is currently seeking applications for the CBOC. Applications are due no later than 5 p.m. MNT, March 20, 2017. The Board of Education will approve and notify all selected members on April 7, 2017.

The CBOC consists of the following member types:

  • Three parents, non-staff members (preferably one elementary, one middle, one high), including at least one from the District Accountability Committee or Parent Sounding Board,
  • one District 20 patron who is not a staff member or a current parent of a D20 student,
  • one school administrator,
  • one teacher (preferably not from the same level as the school administrator),
  • one at-large community member who is not on staff, and
  • one facilitator, the Executive Director for the Building Fund.

In addition to the above membership, the following ad-hoc members will attend to support and assist the committee. 

  • Tom Gregory, Deputy Superintendent/Chief Financial Officer
  • Kris Garnhart, Director for Building Fund Contracting and Procurement
  • Brian Cortez, Building Fund Accounting and Budget Analyst
  

Committee membership requires a longstanding commitment. The bond program will last six to eight years and applicants should prepare for at least a three-year membership commitment. If a member resigns prior to the completion of the bond program, the Board of Education will appoint a replacement who represents the same stakeholder group. 

Applicants must also certify neither they, nor a family member, have a financial interest in any vendor likely to bid on a project funded by bond proceeds. Applicants who refuse to certify or who have direct or indirect financial interests in any of the projects funded by bond proceeds will not be considered.
